The NPC spawns in the Painted Realm, an area that unlocks after you complete a side quest involving the characters Xu Dog and Chen Loong in Chapter 3.
The area essentially serves as a central location for merchants where players can purchase various services including the armor upgrade by talking to the Blacksmith Yin Tiger.
However, it’s worth noting that upgrading armor in Black Myth Wukong requires you to spend Will and one of the essential materials known as Silk. Thankfully, both of these resources can easily be acquired by defeating enemies.
However, bear in mindthat Silk isn’t easy to come byin some cases, especially if you’re still lurking in the first chapter. As you progress to the next stage, you’ll find that enemies drop rarer materials including the Silk.
